Following the Ségoffin site, it is now the turn of the Jean Moulin site to have its winner following the call for mixed-use, low-carbon projects entitled “Empreintes” (Footprints). This new project will recreate a link between the town of Puteaux and the business district through a mixed-use development.
The Jean Moulin site
Located in the heart of the Villon district, bordered to the north by Avenue Jean Moulin and to the south by the Altiplano slab and the La Défense esplanade, the Jean Moulin site is one of the entrances to the business district. Just a 15-minute walk from downtown Puteaux and 5 minutes from the future La Défense esplanade park and Gallieni garden, it enjoys excellent exposure.
The Jean Moulin site jury met in October 2023 and selected the “Jean Moulin” project, led by BNP Paribas Real Estate.
Reconnecting Paris La Défense to downtown Puteaux
The project led by BNP Paribas Real Estate will create a new high-quality pedestrian link between the town of Puteaux and La Défense and will be accompanied by the transformation of Avenue Jean Moulin into a true urban boulevard.
Thanks to the creation of a third place and the addressing of the programs, the winning project will bring a new urban feel to the redeveloped Avenue Jean Moulin. In addition, thanks to the creation of a new pedestrian walkway suitable for people with reduced mobility between the student housing program and the tertiary program, it will be possible to easily reach the La Défense esplanade from Avenue Jean Moulin and the city center of Puteaux.
A program with societal aspirations
The Jean Moulin project offers a diverse mix of offices, housing, sports facilities, restaurants, and a third place. The concepts of hybridity and reversibility have shaped the real estate program. A program created by and for users. The consortium has implemented a digital survey methodology with Made In Vote to co-define the broad outlines of the program.
Housing for students and young professionals
The development will include apartments ranging from studios to one-bedroom units for young professionals and students. Residents will enjoy a wide range of services: reception, gym, laundry facilities, co-working spaces, relaxation and entertainment areas (TV, foosball, etc.), as well as a restaurant-cafeteria, Internet connection, small equipment rental, activities (evenings, events, etc.), and bicycle parking.
A reversible office building
The building's structure incorporates the concept of reversibility, ensuring flexibility of use in the event of changing needs during the building's life cycle. The complex stands out from the urban landscape thanks to its rhythmic façade, punctuated by empty and solid spaces, and the extensive greening of its roofs and balconies. With floors that can be divided thanks to two access cores, it will be able to accommodate all types of occupancy (open spaces, individual offices, coworking) and all types of structures (start-ups, SMEs, social economy actors, large groups, etc.).
A market hall
Operated by the Basque company Biltoki, this 1,300 m² gourmet market will bring together different groups of people (local residents, employees, students). The market will feature food shops ranging from bakeries to delicatessens, promoting artisanal expertise and locally sourced products.
Le Pavillon, a third place open to the city
Located on Avenue Jean Moulin, the 250 m² Pavillon is dedicated to hosting a cultural and community program available to local cultural, social, and community leaders. In addition to temporary programming, artisans, artists, associations, and young businesses will find a community café, an exhibition space, a fab lab, and educational workshops.
A climbing gym to reach new heights
At the Jean Moulin site, 840 m² will be dedicated to indoor climbing. The operator Climbing District will set up climbing routes in the base of the student housing building. This offering complements the two climbing gyms in Paris La Défense (Blocbuster and Hapik).

The project, designed by AREP Architects, will bring together a wide mix of offices, housing, sports facilities, restaurants, and a third place.
Jean Moulin, an approach based on a positive footprint
All of the project's superstructures (student residence and tertiary program) will be built using a wooden frame, with a system of wooden posts and beams and wooden or wood-concrete floors.
In order to limit the carbon footprint of the operation, the Jean Moulin program includes plans to reuse asphalt and any excavated soil from the avenue for the foundations of the complex, earthworks, and land leveling. Particular attention will be paid to the location of supply sources. The team aims to limit the distance traveled to a radius of 250 km around the site for 75% of the total volume of materials, in order to reduce the carbon footprint associated with transportation. In addition, 100% of the wood used in the project will be PEFC and/or FSC certified. BNP Paribas Real Estate, its co-developer, and the project's urban architects were supported by the engineering firms Ingerop and Socotep, by Eodd AMO for bioclimatic studies, by AREP for programming, and finally by DAL economists.
