The ambitious renovation of the Seine-Europe district

The comprehensive development program for the area is being carried out by Paris La Défense, the Hauts-de-Seine Department, and the city of Courbevoie:

A historically diverse neighborhood

The Diderot-Audran neighborhood, renamed Seine-Europe, is currently the subject of discussions between Paris La Défense, the City of Courbevoie, and the Hauts-de-Seine Department to improve the quality of life for residents and enhance the area's appeal.

It has several advantages:

  • its original mix of offices, housing, and public facilities,
  • the presence of Diderot Park at its heart.

Today, the lack of accessibility to Diderot Park, Mozart and Sainte-Odile avenues are waiting to be enhanced, and upcoming real estate projects (the Odyssey program and the future Alsace project) call for a coherent improvement of their surroundings and the arrival of new services.

The neighborhood redevelopment project involves the arrival of a European school, the renovation of school facilities (elementary school and middle school) and sports facilities (gymnasium), the greening and renovation of public spaces, and the expansion of Diderot Park. The study area covers 20 hectares. It is characterized by a variety of uses (housing, office towers, public facilities, park) and overlapping urban issues. The existing facilities are aging, lack visibility, and no longer meet current needs, which argues for their reorganization.

A more pleasant neighborhood

Decided in 2019 by the French government, the establishment of the European School marks the start of a comprehensive project including facilities and public spaces, in line with the operations undertaken by Paris La Défense to reconnect Europe's leading business district with neighboring areas and break with the isolation inherent in slab urbanism.

The district's identity will be based on the renewal of school and sports facilities, the extension of Diderot Park, and the expansion of its green spaces.

Teaching as a raison d'être

The general program for facilities in the Seine-Europe district covers 35,000 m² of premises. It includes three projects:

  • A European school for 1,200 students, which will include a nursery school, a primary school, a middle school, and a high school.
  • A middle school for 600 students.
  • Renovation of the gymnasium.

A green corridor extending Diderot Park

The redevelopment of public spaces will give pride of place to the promenade between Courbevoie town center and the business district. The park will be expanded to accommodate new uses, extending from the top of the park on Rue de Strasbourg.

Studies are continuing to design green, safe, and better-connected public spaces. The streets involved in these studies are as follows:

  • Rue Louis Blanc
  • Rue du Général Audran
  • Avenue d’Alsace
  • Allée Sainte-Odile
  • Rue de Strasbourg

New services accessible to all

The Miroirs buildings will be replaced by the Odyssey real estate program. The project, designed by three internationally renowned architects, Studio Gang Architects, Cro&Co Architecture, and CroMe Studio, and led by Praemia REIM, focuses on the interaction and scalability of tertiary, residential, and commercial uses. The central square will be reopened and lined with shops and services at the base of the buildings. It will also overlook the forecourt surrounding the European School, thus playing an essential role in the life of the neighborhood.

The Alsace Tower is the second real estate project currently under study, the architectural and programmatic details of which will be announced at a later date.

High ambitions serving the neighborhood's diverse communities

The continuity of public interest missions (education, sports activities, safe transportation, nature in the city) is the common thread running through these operations. The project is designed, on a global scale, as a modular operation that will provide access to temporary school facilities to meet the needs of residents.

The six ambitions of the Seine-Europe project:

  • Revitalize a mixed-use neighborhood: combining housing and tertiary activities, connected to the Louis-Blanc and Audran intersections and Diderot Park
  • Renovate school facilities and its gymnasium to better suit needs
  • Enhance the presence of nature in the city: extend Diderot Park towards the Seine and the historic axis
  • Requalify public spaces and improve connections between Courbevoie city center and the La Défense platform
  • Create soft connections to ensure the safety of schoolchildren, residents, and La Défense employees
  • Involve residents in the renewal of their neighborhood

Residents at the heart of the process

Paris La Défense and the city of Courbevoie involved residents in assessing public spaces and defining ideas for the Diderot-Audran sector. This approach was based on urban walks organized in the fall of 2021.

This assessment is being taken into account in the design of the redevelopment of public spaces. Here are the main findings:

  • A large majority of contributors emphasize that the neighborhood's infrastructure turns its back on Rue du Général Audran. However, this axis could serve as the gateway to the neighborhood while providing more space for bicycles, pedestrians, and vegetation.
  • As the gateway to Courbevoie from the circular boulevard, Rue Louis Blanc suffers from a poor image and a lack of visibility.
  • As the alleys are rarely used, better lighting, benches, a bicycle garage, trash cans, and a ramp for people with reduced mobility and strollers are requested.
  • A destination in its own right, mainly from Avenue de Strasbourg, Diderot Park also lacks benches, playgrounds, etc.
Urban walks with locals

A comprehensive, partnership-based development project between local authorities

Paris La Défense, the City of Courbevoie, the Hauts-de-Seine Department, and the Île-de-France Region are fully committed to the success of this urban project.

Understanding the roles and responsibilities of each stakeholder:

Paris La Défense

As part of its role as a developer in the area, Paris La Défense supports the City and the Department in the implementation of development projects. The organization coordinates the overall operation and ensures its overall economic balance. It develops the land that will subsequently be used for various public or private construction projects.

It is also responsible for project management for the redevelopment of public spaces, continuing on from the Parc Diderot, which it built and manages. Its approach is in line with the organization's new mission, which is to become the leading post-carbon business district.

City of Courbevoie

It plays a dual role as project owner and land partner.

As project owner, it will oversee the renovation of the gymnasium.

The Hauts-de-Seine Department

He is responsible for project management for the construction of the European school.

The Region and the State

The Region is transferring responsibility for the construction of the European school to the Department.
