Consultation on a small low-carbon housing development in Nanterre
Paris La Défense is launching a call for proposals from developers to build a small, low-carbon, and innovative housing complex in the Hoche eco-neighborhood. The public agency aims to enhance the quality of this neighborhood by creating an exemplary project with significant environmental and architectural value.
Located near downtown Nanterre and bordering the Chemin de l’Île park, the Hoche eco-neighborhood—the result of an urban renewal project completed in 2015—benefits from immediate proximity to public facilities, shops, and everyday services. Its strategic location between La Défense and downtown Nanterre, along with its excellent public transportation access, enhance its appeal for residential and mixed-use real estate developments.
The purpose of the consultation
Paris La Défense is seeking a developer (real estate developer or consortium) to design, build, and market a small-scale, exemplary building with high environmental and architectural value.
Located at the corner of Doucet street and Ampère street, 250 meters from bus stops and approximately 1.5 km from the Nanterre-Université RER A station, the land to be sold consists of two parcels with a total area of 393 m². It is intended to accommodate either two townhouses (two stories plus attic) or a multi-unit building with 3 to 4 residential units spread over two or three levels (the ground floor of the building may house a retail business, commercial activity, or a service open to the public).
The project will involve homes for open-market purchase, with the maximum sale price set at €5,830 including tax (plus a maximum €200 discount if the conditions for calculating the discount are met).

The building must blend harmoniously into the neighborhood, use bio-based, geosourced, and reused materials, aim for a passive design that minimizes energy needs, and promote short supply chains as well as the reduction of construction waste.
Primarily residential, this mixed-use eco-neighborhood already comprises 640 housing units, 40% of which are public housing. It features landscaped public spaces, redesigned roadways, and an enhanced pedestrian network. In addition, the neighborhood boasts high energy performance: BBC-certified housing, a dual-energy wood/gas heating network, stormwater management, and more. Green roofs and the architectural quality of the buildings also contribute to its identity.
